It doesn't have a hall chip or a hall effect sensor, it has an inductive pulse cam/crank sensor. You can clean those.
If it's a two-stroke, you could have a fouled plug. Try replacing it. If it starts fouling repeatedly, try cleaning your air filter and being easy on the amount of oil you put on it. Also cleaning the carb could fix that problem. If it's a four-stroke, you might not have enough compression due to a need for a valve adjustment.
First clean battery connections, if this does not correct problem the battery needs replacing.
There is another problem. If the code is about the purge valve/system the problem could be a broken vacuum line or electrical connection.
It's probably the fuel injectors need cleaning or replacing. Or if it has carburettor the carby is running too rich. Needs reconditiong
Check 4 a bad or loose gas cap.
Try cleaning or replacing the idle air control valve (IAC) located on intake manifold next to EGR valve.
If this is a '99 through '02 Cougar, this sounds like the so called "Moosing" problem, which is a problem with the Idle Air Control Valve (IACV), and is fixed by taking the IACV out, its connected to the upper intake manifold, and either cleaning it thoroughly, or replacing it.

I had this problem on my 2004. I realized the front spark plug wire was loose. Probably pulled out when cleaning.
Depends on the car, probably has a fuel or air delivery problem. Start by cleaning the throttle and IAC motor
Even I have the same problem with my 94 Acura Legend. Can someone help? The ISC (Idle Speed Control) motor may either be bad or need to be cleaned. Cleaning this motor usually costs much less than replacing it so try cleaning it first; I haven't had any problems since cleaning mine.
