I have an 08" Dodge Ram 1500 4x4 and just upgraded to plasma bulbs, Before I did this noticed that the low beams where a little low and intended to raise them when I changed out the bulbs and notice one adjustment screw only, where is the adjustment to raise the low beam?

The headlight have adjustment levelers on the top and bottom of each headlight. Adjust the headlight up or down with the adjustment levelers.

They are not adjustable. They are not adjustable.
Open the hood and insert the tork driver into the tork screw. and turn to adjust up and down. The design of the lamp has a very sharp top cut off line, but very wide. The only adjustment is up and down. The adjustment screw is either on the side, or the rear of the lamp.
I believe it is mounted to the bottom mounting screw of the driver side headlight. There is also one in the resonator box for the exhaust temp. At least, that is where they are on my 2004 Ram 1500 Hemi.

It unscrews counter cockwise.
check the bulb in the headlight that is not working if it is fine test your wires to make sure it is not shorted out some wear
Timing is set by the PCM, there is no adjustment.
Short in the wiring is the most likely cause.
One or more headlight/taillight bulbs are inoperative.
