in 2003 there is no headlamp relay a low side driver in the front control module turns the head lamps on and off if you have a bulb that dose not work two options
first option the fuse box has clips on the side closest to the finder pop the clips tip the fues box and take the 4 t-20 screws out of the silver box on the front of the fuse box this is the front control module waite a few mins and re install if it works roll on
if not take it to the dealer have them scan it for codes the part is about 300+ $ at the dealer you can get one from the junk yard it has to have the exact same options as yours though
