The fan blower resistor pack is located in the duct work right next to the blower motor itself under the glove compartment. The fun is getting to it and replacing it. For this you will not have to do anything with the glove compartment. First there are three 7mm screws holding the plentum (large black plastic panel for directing the air to your feet) in place. Remove the two screws that are easiest to reach. The third screw for me was just in front of the center console and close to the floor. This required a 1/2" socket wrench, a 1/2" to 3/8" converter, and a short 7mm socket. Other combinations may work as well to get just the right length. I only backed the screw out half way for fear of never being able to align it again once removed. With the plentum pulled down to the floor you can see the wires going into the resistor pack housing. Unplug the large connector and remove the two screws that mount the resistor pack to the blower housing. Final trick is getting the blower wire connector disconnected from the blower. For this you'll need a 5/32" socket to remove one or two bolts that hold a housing around the blower. I removed only the front one and left the back one in place as it was nearly impossible to get my socket on the screw head. I then pulled the front of the cover down enough to use a flash light to see the connector retention clip. With a screw driver I held the retention clip open and then reached around to pull the connector out. This was a great job for 3 hands so good luck. Reassemble and enjoy the quiet ride!

It is usually under the dash on the passenger side right next to the blower motor. On some, it is mounted on the same bracket as the blower motor.
