There is a relay that is needed. I have the same problem and Its about 10.00 to get relay, depending on where you go.
On a 1999 Ford Contour : In the Power Distribution Box ( which is " live " ) located in the engine compartment ( fuse # 9 is a 15 amp fuse for the fuel pump ) * Also in the P D Box , relay R1 is the fuel pump relay and the fuel pump shut off switch ( inertia switch ) is located in the drivers footwell , behind the kick panel ( there is an access hole in the panel )

I just changed the fuel pump relay on my 1992 Chevy Caprice. I found it on the driver's side fender well bracket. There were two relays mounted on the bracket, the one closest to the engine was the fuel pump relay. It was square, made by Bosch. Also I found out that you can go to your local Chevy service department. They will show you on a computer screen where to find parts like this.
It is located under the vehicle along the frame under the driver seat. The relay is also located there.
