The fuse block should be located to the left of the steering column, under the dash. Depending on which Mercury GS you have (sable, topaz, etc.) it should be a relay located in the fuse block.
Its located under the hood in the fuse box, mentioned that EFI ( fuse and relay ).

Horns generally can not be repaired but replaced. On a 2001 Mitsubishi Eclipse the horn is located inside the front bumper. To replace it disconnect the mounting bolts and remove it. Replace with a new horn.

The main relay for the turnsignal/hazard is located under the dash on drivers side. The relay is plugged into main fuse panel and is generally a rectangular black box with 4 prongs.
