First you have to obtain the Cloudy Mirror, which you will get at Remiem Temple, just to the side of the Calm Lands. You have to race another chocobo around a spiral trackway, hitting chests which act as shortcuts. You don't need to worry about chests or poles for this, just beat the other chocobo and you get the mirror. To turn it into the Celestial Mirror, you need to return to Macalania once you have full control of the airship. You'll have to find a woman's husband, then hunt for her son, who is on the skyroad overhead. Close to where you find him, is the spot where the Cloudy Mirror can be turned into the Celestial Mirror.

The sidequests can be found on any good FAQ site. Some weapons you just can't get until you get full control of the airship, because they are in specific alcoves of past areas you just couldn't access before (underneath/above them on unreachable ledges).
a flat mirror is just a normal mirror, for getting ready in the morning, or seeing the trafic behind you.
