The idle adjustment screw is located on the IACV behind the manifold on a 1998 Honda CR-V. Open the latch on the IACV then take an screwdriver and tighten the adjustment screw.

its the same place as on the xr100 on the right side of the carburetor there is a screw with a spring around it and a Phillips head top. that is your idle adjustment.
I believe the idle adjustment is on the choke plunger, twist clockwise or counter clockwise.
