the idc or idle air controller is located on the left of the engine under the throttle body
there is a special socket you can buy to remove the o2 sensor or if you have the right size wrench its just like removing a spark plug just soak it in pb-blaster for a day to loosen it up

see previous answers, but if it idles high it might be the Mass Airflow Sensor. if your car idles too high for too long and you keep driving it, you could burn out the transmission module (very expensive )
Reprogram?? I don't know if you can reprogram the idle but there is a idle adjustment screw on my 91 right under the intake.... Check the Idle Air Control valve, the Throttle Position Sensor, and the Mass Airflow sensor before you go digging around with the ECM. first 91 has a 5.0 92 has a 4.6 there is a stop screw that can be adjusted but i don not recommend it i would try the above

If it's "hunting" for idle, it could either be your TPS (throttle body position sensor) has gone bad or in my case...bad fuel pump with intermitten fuel pressure.
