the ignition module is located in the distributor
The 1997 Honda Civic cruise control module can be found on the firewall in the engine compartment. The cruise control module will be on the drivers side of the firewall.
Take it to AutoZone, and they can test it
Inside the distributor at the bottom right hand side of it. Take the cap off and you will see it connected to 4 wires.
From what I can find out it seems to be located inside the distributor. You must remove the distributor cap to see it. For pictures check the link.

There could be several things to cause no spark, but one I have ran into is the Ignition Control Module inside the distributor or the coil inside is bad. If your plug wires are good and your wiring to the distributor checks out, then it's either the coil or the ignition control module. Both are inside the distributor.

if you have been having intermittent power-accessory or dash light failure, and/or the car won't stay started (no idle), then yes, it can be your ignition switch module. when car won't idle, try turning and holding the key halfway between Start and On; if it then idles normally, it is definitely your ignition switch module. easy to replace.
