Behind the steering column, under the dashboard.
First locate the fuse in the fuse box, then pull old fuse out and insert new fuse.
i have a 96 jetta and i looked at the fuse box and found the horn fuse and it was blown changed the fuse and the horn worksso i would look at the fuse box find your horn fuse and see if its blown change it out with the same amp fuse and push the horn button that might fix your problem
The cigarette lighter (I'm assuming that's what you meant) is on a separate fuse than the horn. Check that fuse, if the fuse is fine then your most likely culpret is the actual horn switch in the steering wheel.
There isn't a fuse for the horn. The horn instead uses a relay to function. The GM Parts Department specifies it is located underneath the driver's side panel where the accelleration and brake pedals are.

Under the hood, there is a small but oblong fuse box to the left of the battery. Unlatch the lid to it, and you'll see several fuses. You can use the lid (it has a fuse guide) to figure out which one if for the horn. On my 96 sentra, it was the red 10A fuse on the top right side of the fuse box. Can't miss it.
The horn relay for a "96 Crown Victoria (police model) is located on the right fender where the fuse/relay box is.....3rd relay in from the right. If you are on the right side of the car.....3rd one towards the engine.

The horn is usually located behind the grill to the left of the radiator next to the headlamp casing. It may not be the horn that is defective. It could be the contact switch on the steering wheel. My suggestion is check the horn first.
