Yes, it is absolutely possible. You can become the supervisor of a topic that already exists, or you can suggest one that we don't have yet. If you have the knowledge, patience, kindness, and time to help us out, then that is what it takes. There is a link on most pages 'Become a Supervisor' - simply click the link, and it will take you to a page that tells you what the criteria is fro being a supervisor. Your past contributions will be checked to see how you have behaved so far (for example if you've violated the Terms of Service). Assuming you're 'clean' - an existing supervisor will respond to you. I, personally didn't need to ask to be a supervisor - I was invited to apply.

Well, you don't really get a paying job here at WA, you are usually asked by another Supervisor if you would like to become a Supervisor. It is kind of something that is done by recommendations. If you have a lot of contributions, are a registered user, have quality answers, and know how to use a lot of the site tools you can become a Supervisor. If you see a category that does not already have a supervisor and you feel that you can be a Super for that category you can click on the link beside the questions that says " Can you supervise this category?" and right beside of it there will be a link in blue that says "Become a Supervisor". It is on the left side of the page. Community Assistants and Technical and Development staff work for WikiAnswers. The job posting page for a job on Answers.com is listed in the Related Links area below.
Once you have nominated 10 contributors who in turn were invited to become a Supervisor or Premier Answerer you'll receive the "Talent Scout" badge on your bio page. One way to nominate talented contributors for Supervisor or Premier Answerer is to e-mail Supervisor @ WikiAnswers.com (no spaces). Be sure to include both your username and the username of your nominee in the e-mail.

In order to trash questions you must become a Supervisor for Answers.com. You may report a question or answer by finding a Supervisor or clicking "report abuse" in the right hand corner of the page, above the bold header of the question.
There's no way for a Supervisor to know unless the contributor either deletes the warning message or responds to the message on the Supervisor's talk page.
At the head of every category page the name of the category supervisor is displayed in the upper right hand corner.
