the fuse block on that should be located under the dash right above your right foot.
the fuse labeled as horn controls the cigarrette lighter
There should be a schematic in your owners manual or possibly where your fuses are.
It is under the dash, near the knee bolster , close to the cigarette lighter.
Under the radio. It is behind the the cover that has the cigarette lighter and power outlets.

check your fuse box. your horn, dome light, and cig lighter run off the same fuse
Does the obd2 plug work? allot of the time it can be joined with the cigarette lighter. Check that it could be an issue. If not I would think the ecm may be shorting out?

If it's not in your fuse box, it's actually added as a 'Fusable link' actually ON the wire coming from the back of the lighter. Pull the lighter and see if you see a, usually white, round long housing that looks like it could hold a fuse. That would be it. You twist to open, and there should be a clear glass fuse in there.
