it is situated on the left hand side of the passager's seat, by the door. French cars, they have changed the side of the stirring wheel, but left the lever on the passenger's side...!
Very simple answer, yes
Look for a lever under the dashboard. Pull the lever and you should hear the bonnet (US = hood) release a little. Look at the front of the car and you should see a small safety cash sticking out of the grill. Pull on the latch and the bonnet should be released enough for you to lift it.

Its a steel cable
Open the passenger door and look up to the left in the footwell. Here you will see the release lever. Pull it backwards then go to the front of the vehicle and slip your fingers underneath the partly released bonnet feeling for a small lever. When you find it push it up and lift the bonnet open.
open the bonnet on your car, look for a large black plastic box, that is it. on diesels usually rectangular, petrols circular i believe,
I suggest you open the bonnet and look at the front of the engine below the exhaust manifold, it's very easy to see.
Look directly below the steering column under the dash; there you will see a lever. Pull this lever towards you. You should hear the click as the hood lock disengages. Look into the driver's side foot well, there it is! Follow the above and then under the bonnet, from the center, lift and feel for the catch and switch to the left.
If its the same as my 2005 model, there is a small lever just under the glove box. Pull this out then go round to the front and have a look just below the bonnet in the grill just left of centre should see a black plastic tab approx 1inch wide pull that out you should now be able to open your bonnet. If you cannot see the tab push your bonnet down firmly and repeat the process
Updated: On the UK (right hand drive) version of the Megane, there is a small lever on the passenger side under the glove compartment and next to the door. This releases the bonnet. The Bonnet will now lift up an inch (2-3cm) at the front, and will be held in place by a small retaining clip to a hook that is attached to the front middle underside of bonnet (have a peek through the gap). Lift the clip (located just under the middle front of the bonnet) to release the bonnet completely, then raise bonnet and secure in raised position with small supporting strut on right. Left Hand Drive Version: Lever by the right hand side of the driver seat. or look underneath the dash lower left hand side near the clutch... if you put your head in and look up, there is a lever parallel to the floor and you must pull down on it to unlatch the hood. It might be difficult to see since it is the same color as everything else down there.
The relays for the headlights and full beam, and the dim-dip relays, are located under the bonnet, next to the pollen filter - lift the bonnet and lift the plastic cover hiding the pollen filter - look out for four relays, including two green ones.
Have a look glove compartment, maybe you will find the bonnet there!!
