The lighting on the speedometer cluster is built into the cluster itself.
If you want to change the color, good luck. You have to sand off the green coating and be careful not to sand too much off or you'll get the black backing of the speedo.
Once the green coating is off, then you will have white lights, until you change the color of them.
If the ABS light is flashing it means the system is malfunctioning but still working. The dash light behind the speedometer is burnt out.
definitly a part...either the odometer unit itself, a speedometer cable or just the gear that's in the transmission under the cable...I say this as I've never seen a digital speedometer on any topaz or tempo from 1990 a before

I had the same issue with my 93 ford tempo, it turned out to be a governer gear in the tansmission that would cause it to spike the speedometer. If you get it looked at quick you will save lots of cash.
There is 98 horsepower in a 1993 Ford tempo 2.3. I have one. Ford claims it has 96 but Dyno runs say 98.
If speedometer itself is working then gears inside the assembly are damaged.
