The "Related Question" below is an extensive discussion on the 1999-2003 temperature control valve / heater control valve. It is likely the information will be similar to the 1997 / 1998 Windstar
It is on the evaporator, inside the vehicle, under the trim on the right rear.
I anwered this question Look at post ... "Where is Expansion valve located on 2003 Yukon Denali XL"
The rear expansion valve on a 2002 Windstar is located behind the left rear panel(driver's side cover just inside the rear hatch spanning to the left side door) The expansion valve is in-line and connected to the rear evaperator core. It has a nut style fitting on each end so you will need to hold the valve in place when loosening/tightening the fittings. You can do this with an open end wrench. Mke sure to recover your freon before attempting to remove due to high pressures on the system. The 2003 should be located in the same place. I hope this helps you.
It's located on top of the air intake, above the engine, looks like a sensor with a cylinder at the end, its attached to the acceleration body with 2 10 mm screws. See "Related Links" for a pictorial guide to removing & cleaning the IAC valve on a 2000 Windstar
The 2003 Frontier 3.3L has an expansions valve, its part of the evaporator.

Backside of the engine in the center freeze plug :0)
The expansion valve is located on the rear evaporator core, typically in a casing located under one of the rear interior trim panels.
The expansion valve is located inside the accumulator/dryer. It does not have a separate expansion valve like other cars. The PT Cruiser is classified by Chrysler as a Truck (probably because it gets such poor gas mileage - 18mpg city for a 4 cylinder), not a car. Trucks usually have an accumulator or a liquid line. If you believe the problem to be an expansion valve, replace the dryer.
