You mean the low pressure line. Open the hood, look straight down between the radiator and engine. You should see a metal line with a quick-connect fitting on it. Might be a screw-off cap on the fitting. That's it.
Air conditioning works by having the refrigerant undergo changes of state of the refrigerant between a liquid and a vapor, and also through heat exchanges, where heat is absorbed by the refrigerant, and is then exchanged to the ambient air both in the condenser and evaporator. In order for the heat absorbed by the refrigerant to be able to be exchanged to the ambient air, the temperature of the refrigerant must be significantly higher than that of the ambient air. Compressing the refrigerant into a high pressure vapor (which the compressor does) increases the heat of the refrigerant, as, when under high pressure, the molecules rub together more frequently, thus generating additional heat to the heat already absorbed by the refrigerant. This facilitates the heat transfer necessary for the proper performance of an air conditioning system.

In order to keep your home air conditioning from restarting right after it stops raise the temperature on the thermostat. This will keep it from restarting so soon after it stops.
For starters, you'll get insufficient cooling from your system. Refrigerant changes states from liquid to vapor and back again in order to achieve cooling, and the system pressure is balanced to facilitate this - excessive refrigerant makes it much more difficult to do this. Additionally, your system will generate excessively high pressure, which will ultimately damage or destroy system components.

It involves evacuating the refrigerant out of the system, and you'll have to open up the system, which also means that the receiver-drier (on a Thermal Expansion Valve system) or accumulator (on a Fixed Orifice Tube system) will need to be replaced. Legally, you cannot do this on your own. An ASE certified tech in an EPA certified shop with the equipment to evacuate, store, and recycle refrigerant must do this in order to ensure both that it's done correctly and that refrigerant isn't released into the atmosphere.

In order to recharge the air conditioning yourself, you would need an air conditioning recharge kit. if you already have one of those, you need to locate the recharge port, which is located in the back of the engine. just twist the cap off of the port, and hook the recharge kit up to it, and follow the instructions on the kit if you already have one. if you do not know what you're doing when recharging the A/C system, you could damage the air conditioning system by either over charging it or not charging it correctly, and always make sure you have the correct refrigerant for your air conditioning, pumping the wrong coolant into the system can and will also damage the a/c system.
