Main Relay Assembly in 99 Civics are located in the right side (passenger side forleft hand drive cars) just below the aircon vent.you have to take off the glove box it is just above the ECU. usually color gray case. to tae it off,remove the right hand panel of your dash,it has 1 screw and the rest is just clips. you can unbolt the main relay from that side.

main fuel relay is under the dash (drivers side) it has a large plug going to it.
fuel pump relay and main relay are the same, it is located under the dash, drivers side kick panel near the fuse block, if it is original it will be gray in color and "main relay" will be printed on it.

It is under the hood in the main power distribution center. Turn the cover upside down and the location is imprinted on the cover.
I'm not sure on a 93 but on my 89 inside the car behind the dash on the left side of the steering wheel is where my main relay was located. I just started taking it apart till i found it. good luck
