The Netherwing Drakes are found in the South-East portion of Shadowmoon Valley. Here the questline starts to infiltrate the Dragonmaw Orcs and sabotage them subtly, to eventually be awarded with a Netherwing Drake as a mount.
There are also some Netherdrakes along the North and East edges of Blade's Edge Mountains, but these are involved in kill quests, and are not related to the Netherwing faction.
