You can open this by clicking on the network icon in the right corner of the screen. from there, you can click on the words 'network and sharing center' to open it.

I use this if my network connection goes down, by clicking on the 'x' between network and internet. it then brings up a tool that can tell you what's wrong and usually fix it.
