Located under the dash on the driver side
The 1997 Honda Accord is inside storage behind ashtray
Right next to the ashtray. Take tray out and slide the cover to the left, and voila here you are ODB II.
Ford did not use OBD2 until late 90's, they used their own proprietary OBD system. Ford OBD diagnostic plugs for most vans was under the hood, mounted on the passenger side fender.
ODB 2 didn't start until '96 , however the ODB 1 connectors are on the driver side wheel well, its a flash code system or some of the parts stores have ODB 1 readers, ie kragen, pepboys, etc
I'm not sure where the actual processor box is located but I do know a way to talk to it. Under the fuse box (on drivers side near hood lever) is a D plug ODB (on board diag) plug. Google ODB for info, it's a standard method of getting engine data.
The 1999 Honda Accord OBD 2 port is above hood release; connector faces down
