The oil filter will be located on the driver side underneath. Their will be some sturt bars or if its 4 wheel drive it'll be above the front dif. Their kind of hidden their above a plastic slide kind of by the fan and will be a pain in the ass to get off if its real tight.

Some of these trucks come with a factory installed oil filter relocation kit. This kit moves the oil filter to drivers side of the truck, just behind the front bumper. Makes oil changes easier and less messy.
Purchase a Purolator filter as it comes with complete instructions. I think you will find that a 1998 F150 does not have a cabin filter.
