It is in a recess on the right side of the oil pan. You will have to remove the under car engine cover to get to it. The oil filter is a canister type, there is a black plastic container that unscrews from the block, the filter is inside the container. It is not easy to remove. I don't have a tool to fit the end of the container, so I use a belt wrench instead. I don't remember where I got the wrench, but I found it by searching the net. You can buy the filter wrench from www.fcpgroton.com it's like $7.00

I believe you are talking about a PCV valve. PCV means Positive Crankcase ventilation.
You will fine it right on side of the starter on the front side of the motor

The PCV is located on the driver's side of the engine. It is at the same level as the spark plugs, in the middle of the engine. It is not seated in the oil cover. It is seated in the oil diverter.

On my 1993 Ranger, 2.3L, it is a bolt between the two front wheels underneth the engine. Should be pretty easy to spot. The oil filter is on the drivers side of the engine, towards the bottom. Also easy to spot.
Take it to jasper they rebuild any motor.
