I just worked on a 99 4 cyl It was on back of engine (between engine & firewall) on the pass side. It is mounted horizonal & I suggest you get one of those rubber strap wrenches. My standard ones are way to big.
I have a 99 dodge neon 2.0 DOHC and I can get anywhere between 32 and 42 depending on how I drive and traffic conditions
95 - 99 dodges all have 2.0l engines so should be a direct fit, might have issues with the transmission unless you replace the PCM. also be careful with the oil pan as it is aluminum
