On top of the oil filter housing
Cummins does make some engines which will, such as the 3.9 liter 4BT... if you're thinking of the 5.9 6BT or ISB or the 6.7 ISB, those will not.
The ISB is a 5.9 variant of the 6BT, manufactured after the implementation of ACERT emissions standards in 2002.
IIRC, you had the option of the 5.9 ISB or 6.9 ISC for that year.. for the ISC, it should be two. I'm not sure if they used two filters or a single one for the ISB, though.
Fuel or air.

Probably not, seeing as it was Cummins which kept them in the one ton truck market to begin with... that was what saved them there. Not to mention the Ram 2500 - 5500 still has the ISB as the diesel powerplant, although they did seem to reneg on Cummins for the 1500... word is that it was originally supposed to have the Cummins 5.0 V8, but they instead went with some 3.0 Italian-made diesel.
If it has the engine compartment designed for the large block engines, the 5.9 liter 6BT and 5.9 ISB will fit, with an electric fan.
Depends on model year. The 7.2 Cat 3126 was available for 2000. The 7.2 Cat C7 was available from 2001 - 2009, The 5.9 Cummins ISB was available from 2000 - 2006. The 6.7 Cummins ISB was available from 2007 - 2014. The 6.7 Powerstroke is the only diesel engine available from 2015 onwards. The 6.8 Triton V10 gasoline engine was made available from 2012 onwards, and could be had as an LPG engine.
For that model year, options included the Caterpillar C7 or Cummins 6BT /ISB diesel or the 6.8 Ford Triton V10 gas engine.
350 horsepower and 650 ft/lbs of torque is the standard rating for highway use variants of the 6.7 Cummins (not Cummings) ISB engine.
The 3.9 BT4 inline four will, as will the 4.2 liter V6 and 5.4 liter V8 (if you can find the latter two... both are quite rare). The 6BT and ISB engines will not.
