The 98 Blazer doesn't have a Thermal Expansion Valve... it has a fixed orifice tube.
I have been searching for the answer for a long time too, I found somewhere that the Orifice tube is "in the Inlet tube of the evaporator". My 98 Cherokee A/C is completely dead, wont hold any charge at all, going to be taking the whole thing apart in the next few weeks and will let you know where I find it.
It is located inside of a line that routes off of the condenser and splits between the front and rear A/C sections. The line with the orifice tube heads to the firewall on the passenger side of the vehicle. You'll see a crimped area on the line, where the orifice tube is located. I don't believe you can easily replace the orifice tube without cutting/repairing the line or replacing the whole line assembly. The line has several bends negating pulling the orifice tube out. Pretty inconvenient. The rear A/C uses an expansion valve.
pretty sure its in the condensor, it will always be at a fitting that has a steel line that has a crimp mark about three inches from fitting to keep tube in place
