No, a bad fuse will not cause a malfunction. O2 sensors are located on the exhaust system. there may be more than one. Any auto parts store can provide this info.

Actually if the fuse supplying power to the heater of the O2 sensor is blown, the sensor won’t supply a signal to the PCM (computer).
