It is a picture of a large dog, Newfoundland I think, seated with a young girl in Victorian dress, holding a silver sugar bowl in one hand, and resting a sugar cube on the dogs nose.
If you are referring to Gioachino Rossini, he was a Romantic composer, not a painter. He composed over 39 operas, including William Tell and The Barber of Seville.
i have the painting framed and signed and think it maybe the original
