If you are talking about the engine pcm, is located on top of the engine on the driver side.
In the Power Distribution Box ( which is " live " ) in the engine compartment : Mini fuse # 1 is a 30 amp fuse for the PCM relay Mini fuse # 2 is a 10 amp fuse for the PCM and front electronics module Mini fuse # 5 is a 15 amp fuse for the PCM and fuel pump motor
They should be in the engins compartment fuse/relay panel.

could the pcm fuse be blowing because of a short in the air conditioning switch I have seen the starter be the cause of a blown pcm fuse.
The PCM in a 1993 Deville gets power from the IGN fuse. the fuse is located in the distribution box under the hood.
You either disconnect the battery for 1 min or remove the PCM B fuse in the unher hood juction box for 1 min
