I have never worked on a 1998 Civic but I have worked on a lot of Hondas. I have worked on 88,90,91,92,93 and a 95 Civics. the pcv are right under intakes.
Mine is Civic DX 97. Believe it's the same. Get under your car, take off your oil filter, your PCV valve is right above your oild filter. It's recommended to replace it from there. Good luck!
On a 1998 Civic DX it is located just above the oil filter and under the intake manifold. Working from underneath the car, remove the oil filter and reach up into the cavity above it to pull the PCV valve from the rubber grommet. I think that the 2000 Civic may be similar. Good luck, it is a very tight space to work in.

The PCV valve is hiding on the lower part of the engine to the driver's side of the oil filter. You can see it easily from underneath the car. The valve itself is a metal valve that threads into a port on the block. It can also be accessed from above by moving aside the throttle cables. Unlike most cars the PCV valve does not pop into a grommet on the valve cover. At least this is true of the last 2001 Civic DX that I tuned up. F. Bryan

it either needs new rings on pistios or one piston is cracked causing blow by or ... blow by is when compression escapes your piston..
