I came across the same question myself. The plug hole is on the radiator side of the engine behind the exhaust. Mine was a size 14 mm bolt.
the speed sensor for 2004 Mitsubishi Galant is located on the front case of the transmission output shaft and speed sensor. It is approximately under the hood to the left of the engine.
It balances the vibrations from the pistons...
The plug hole is near the right belt tensioner just to the outside along the edge of the engine block where the crankshaft position sensor electrical wiring enter the front casing or near where the a/c belt pulley bolts up to the engine block.

Reguardless where it is, the transmission will have to be overhauled. I think probably a shaft snapped or the bolts could have come out of the convertor if it was making noise before it happened.
It turns the balance shaft. The balance shaft helps reduce vibration in the motor. It is usually driven by a belt that is connected from the balance shaft to the crank shaft and a tention adjusting wheel used to apply tension to the belt. Hope this helps, Dirk.

theres 2,balance shaft and timing belt.mine were $75 for both,i installed them.@ a shop if you can get it done for under $500 your getting a good deal
Yes it does have a balance shaft also known as a silent shaft.
