On a 1998 Mercury Tracer :
The Power Steering fluid reservoir is at the front of the engine compartment
towards the passenger side < of the vehicle
( when looking from the FRONT of the vehicle , the power steering fluid reservoir is the reservoir on the RIGHT )
On a 1997 Mercury Tracer : The power steering fluid reservoir is at the front of the engine compartment , near the passenger side of the engine compartment * looking from the FRONT of the vehicle , it is the reservoir on the RIGHT

At the front of the engine , towards the drivers side of the engine ( power steering fluid reservoir on a 1998 Mercury Grand Marquis )
On a 1997 Mercury Tracer : The AUTOMATIC transmission fluid dipstick would be on the side of the transmission ( transaxle ) in the area of the brake fluid reservoir . The manual transmission ( transaxle ) does not have a dipstick

It should be marked in yellow "power steering" on a round black cap.
It is part of the power steering pump assembly.
The power steering might whine on a 1998 Mercury Mountaineer because the pump or reservoir is low on fluid. Check the reservoir and add fluid to eliminate the whine. You may have a leak in the system.
I was looking at a picture in the 2003 Mercury Grand Marquis Owner Guide and it shows the power steering fluid reservoir at the front of the engine compartment between the engine coolant reservoir and the engine air filter box
* No power steering fluid in reservoir * The power steering pump is not operating
