I have a 2006 Chevy cobalt and there was a recall to replace the electric steering unit. Check to see if it was done first.
No the power steering is not necessary to run. Steering will be difficult and I wouldn't personally recommend operating the vehicle with out it.

there is no power steering fluid, this is an electric assist power steering system, is you are having problems let the experts handle this go to the dealership.
There is not a reservoir for the power steering it is electronic

I have a 2006 Cobalt and about 6 months ago my power steering went out. There isn't really a way to check it besides taking it to a mechanic and having them hook it up to the computer. It's expensive to replace the power steering in these cars. It cost us $600 just for the part because you have to completely replace the steering column. It's really a pain. Hope this helps!
There was actually a recall for the power steering. It is covered by the dealership and should be fixed at no cost to you. The recall said the power steering assist will go out and the power steering light will go on.
The ignition lock cylinder on a 2006 Chevy Cobalt is removed by popping off the steering column cover and inserting a screwdriver into the release hole. The cylinder can then be pulled from its housing and replaced.
