My son's 1999 Salvaged/total Saturn SL1 was rebuilt using many engine and body parts from 1995-1999 Saturn SL1 and SL2 cars, I believe it will work fine. I do not recommend before 1995 or 2000 or later models. I do not recommend SL2 either. I am not the expert but most of my son's engine is not 1999 SL1. Good luck!
The speed sensor on a 1999 Saturn SL1 is under the transmission. It is below the fittings for the transmission cooler lines.

No you dont need to remove the power steering pump to get at the bolts. if you go directly down from the very bottom of the pully on the power steering pump the bolt holding the top of the alternator should be right there. all you have to do is remove it and the alternator should come out.
Either coolant is low or the sensor in the reservoir is stuck with dirt. Clean the reservoir with soap and water
