It is wherever you put it, hopefully in the trunk. The car doesn't come with one because the Power Steering is all electric. The system was a bit wonky back in 2006, and you might want to check with a GM dealer to find out if they have any free fixes for your problem.
There are outfits which sell re-manufactured steering columns for a lower price than a new unit.

It is the white reservoir with the black cap located on the right top of the engine.
The standard 2006 Malibu has Electric Power Steering Assist. There is no reservoir. Power Steering function is accomplished by an electric motor attched to the lower steering column. The Malbu Maxx SS 3.9 liter does use hydralic steering. It's reservoir is located in the engine compartment and clearly marked.
It is mounted directly onto the power steering pump. Held on with two clips that are a pain to remove.

The power steering reservoir is at the front of the engine compartment just to the left of your engine oil dipstick when you are looking from the front of the vehicle
This 2006 Jetta press release says that the Jetta has "electro-mechanical steering." That means there is no power steering fluid as is needed for a hydraulic power steering system. Electro-mechanical offers fuel savings, as there is no hydraulic pump that is driven all the time.
