I could not find a fuse that is labelled for power windows , so I'm taking a guess here that it is the 30 amp maxi-fuse in location # 4 in your power distribution box in your engine compartment . In the owners manual it shows that the fuse is for the power moonroof + ACCESSORY RELAY DELAY ( Ford recommends disconnecting your battery - which means your Explorer will have to relearn its idle etc )
