Under the dash left of steering column. If you take out the left speaker by the door you will find the bolts to remove the bracket.
The capacitors in the 1990-1995 are junk but easy to repair. Never try to hot-wire the throttle-body injector to get it running as this will blow out the two transistors in the injector circuit as well or the injector.
I have an easy inexpensive fix for no start no fuel problem with these.

I just learned something ! That the EEC computer and the powertrain control module are the same thing ! On the 1991 and 1992 models the powertrain control module (PCM) is located in the right front passenger area behind the right side kick panel.

no "reset switch" on these cars the powertrain control module controls the fuelpump via a relay

The PCM is located on the left side of the dash. Remove the speaker grill and then remove the speaker to gain access.

It's not on the coil. The powertrain control module (PCM), located under the dash, provides the signal to the tachometer. By the way, your 1992 Saturn sedan (presuming it's a dual overhead cam) is an SL2, not an SC2.
The module is situated in the arm rest where you store stuff unscrew it and you will find the module.
