Ok I found it, it is draining now! The drain is at the very bottom of the right hand side tank. It is a very small screw plug next to and below the lower trans cooler line. Lay on your back with the front on ramps legs away from car, left shoulder under right front corner of car. Look up through the square hole in the plastic cover to the location above Use a large but not long screw driver to loosen it from over the frame tube, don't try to get at it from the hole use the hole to see what you are doing. The Plug has two slots in it forming a cross after you tread it all the way out it should pop out. Watch it you may get a little wet
There isn't one. Use the lower radiator hose- yes messy, I know, but the manufacurer doesn't care.

We are having the same problem with my daughters 1999 sunfire, it turns over runs 2 seconds , it appears to be anti theft device ,if you wait ten minutes and try it again it will start,but not sure on how to disable the device , no help as yet,but after 10 minutes it re-sets itself and will start, if that is your problem .

The radiator petcock drain on a 1999 Pontiac Bonneville is on the bottom of the radiator. Look for a small black plug that looks like the plug found on a thermos or cooler.
It is on the bottom of the radiator on the drivers side.
there may not be one if there is is it on the bottom side and if it is not you candrain it by removing the bottom rad hose The 1999 Pontiac Grand Am does not have a radiator drain valve. To drain the radiator, remove the lower radiator hose. The engine should be cold and the water fill cap removed for venting. I have a 2000 Pontiac Grand AM and radiator drain cock is located at the lower/front (not bottom) at the curbside of the radiator, you will need a hex key to back out petcock. .
On top of the reservoir on the passenger side of the motor. It will say Caution do not remove when hot!. There is not one located on top of the radiator itself.
Most likely in the front? Might be covered by a plastic cover so you'll have to take that off to get at it.
Drain the water from the radiator. Remove the water hoses. Remove the retaining bolts. Reverse the process to install the new radiator.
