It's located on the bottom of the radiator on the drivers side. You have to access it through a hole that's about 1 1/2" in diameter.
Just below the lower radiator hose.
The 2003 Nissan radiator petcock is located on the bottom of the radiator. The radiator petcock will be in the center of the radiator bottom.

The 2003 Chevrolet Cavalier radiator drain petcock is located on the bottom of the radiator. The drain will be towards the right side of the radiator.
if your looking down on the petcock from the top of the radiator turn the petcock to the right to loosen it and to the left to tighten.
The petcock on a 1989 Chevy Celebrity is at the bottom of the radiator on the drivers side.
I would just leave it alone. Remove the lower radiator hose to drain and flush the radiator. You don't really need the petcock.

Assuming you mean the radiator petcock, no. The bottom of the radiator is probably loaded with crud or radiator sealer somebody put in.
