You may have a bad brake light switch that is located behind the brake pedal. It is also possible that a wire is off on the switch. Check for power on the positive side of the switch and see if you have power to the other side of the switch when you touch the button. on the brake pedal under the dash is a brake light switch. that when you depress the brake it turns your lights on. you might wanna check that
No , the rear brake lights do not turn on when you use your parking brake , just the brake light on your dash is supposed to come on
