If you have the same problem as I do in my 2001 Highlander, then press the button to release the belt, the button will stay in the pressed position. Then insert the belt clip. It shold fsten. I am not sure why this happened, but the remedy seems to work.

Well, I have a "90 Legacy. There is a red release button on the belt fastener riding the rail. release it and see if the fastener doesn't return to top or bottom.
