The sailor who can take you to Iron Island should be in Canalave City, to the South-West side of the city. Keep in mind that you must defeat the Gym Leader, Byron, before you can get the Riolu egg. On Iron Island, travel to the middle floor of the cave and meet up with a trainer called Riley. Riley will accompany you to the very bottom floor and will give you an egg for helping him. This egg contains a Riolu - who evolves into a Lucario with high friendship between 4am and 7pm.
