Behind the hazard push button. Just pop it off with a butter knife and blow some air in to it to clean it out. Cheap fix, see how long it lasts. Snap it back on to finish operation.

The turn signal flasher is located in the same assembly as the hazard button the dashboard just above the stereo. You need to remove the trim pieces from the dashboard in order to access the flasher assembly.
