Are you asking about the starter solenoid? If yes it is on the starter. If you are not asking about the starter solenoid what are you asking about?

If your 89 Celebrity has the 2.5L 4 cylinder engine the ignition module is mounted on the block below the intake manifold toward the drivers side of the engine. If your 89 Celebrity has the 2.8L V6 the ignition module is mounted on the block on the radiator side of the engine on the drivers side. Both are a bit of a pain to get to, but it is doable.
The drain plug for the engine is on the bottom of the pan There is no drain plug on the transaxle.
