It's programmed into the engine ECM. You can remove the ECM, but the problem with that is that the vehicle won't function, whatsoever.
There is a governor on the 1991 Accords, but it is controlled by the ECU and cannot be removed without hacking the ECU. The fuel cutoff is at 7,000rpms but the governor is at 120mph. On the 1991 Accords, the engine revs are only around 4,800rpms at 120mph. A mod garage can disable the 120mph governor by accessing and hacking the ECU. Disabling it will not cause problems but the car may become aerodynamically unstable at speeds above 120mph without suspension upgrades.

In most cases the governor can not be removed, without it the engine runs wide open and theres no way to slow it down. There are other cases where it is just a limiter on throttle travel, and those can be adjusted to give you some more throttle.

One of the cables connects to the choke and the other to the throttle. The governor spring connects from the governor to the free-moving lever on the throttle. Kinda hard to describe without pictures - I suggest going to your local public library and checking out a manual on small engine repair (with luck, they will have a manual for your particular application). At any rate, it's not just ANY governor spring, but the spring designed for your application. Hopefully you didn't lose the old governor spring and you can re-use it if it wasn't damaged or stretched when it was removed.
