You can find the starter relay switch in your 2000 Mitsubishi Eclipse in the fuse box. The starter relay switch will be in the third column, at the top.

The starter is located on the front, right side of the engine right underneath the air box assembly.

If the starter is spinning but not catching, the problem lies in the starter drive (also called bendix). You will either have to replace the starter or repair it by replacing the bendix.
