On top of starter
The starter relay on a 1996 Chevy 3.8l Camaro is located in the engine compartment along the left side. It sends power to operate the starter and prevents overloads.
Follow the + battery cable should connect to the starter solenoid (relay)
On top of the starter - looks like a juice can
It is on the passenger side at the firewall behind a cover.

below left side of I/P near fuse block
on the fender passenger side. If I remember right. disconnect batt. first, good luck. Your car has a starter solenoid rather than a relay. It is located piggy-back on the starter. It should be right on top of the starter motor, attatched.
Black,green,purple and white
power it up (diagram on back usually) and see if it opens & closes
behind and above the fuse block to the left of the pedals
