if it is while the car is turned off with out the key in it is to avoid theft while there is no key in the ignition.
2005 Dodge neon has a rear adjustment for TOE only
There is a lever on the left side of the column that unlocks it.
behind the steering wheel. pull off neg. battery cable, wait 2 minutes, remove airbag, remove steering wheel, and there it sits
try turning the steering wheel while removing the key. Sometimes the pressure from the steering wheel will hang a key in. it's worth a shot.
Adjust the tie rod ends, or take it for an alignment
Your hazard relay? You have to take off the top and bottom holder things on the steering wheel. There's a couple screws right underneath the steering wheel; unscrew them, and the top and bottom of the steering wheel will come off. The relay is right behind the steering on the top.

i wish there was an answer here. this just has happened to me on my 2001 dodge neon. while i was driving the battery light flicked on and at the same time my power steering locked making it difficult to turn... i dont know what to do im still researching for answers.
It is located behind the steering wheel. You will need to remove the steering wheel. Its a blak circular part that has a 3-5 wire plug in the back of it.
Connected to the multifunction switch, underneath the upper steering wheel cover.
In a 2005 Dodge Neon the sun roof may open but to close it, it won't go down and lock. If this happens, the motor may be shorting out. It is best to take the vehicle in to a certified mechanic.
