Dogs do not have a stop. You cannot just turn them off. Like people, if they stay in a small area for extended periods, they are going to go stir crazy. You have to take them out and burn off some energy. I have an almost 2 year old Golden Retriever, and he goes all day and all night if he is cooped up. If we take him out to run, splash in the lake, and play ball, he comes back home and sleeps hard. They are high energy living creatures, and can't be expected to sit pretty all of the time.
You have to let them fight it out. Eventually they will stop. But if the other dog attacks the other dog and a scratch happens and a drop of blood happens you have to stop it immediately.
