Yes, a Dodge Neon has a coolant temperature sensor.
There are two, the ambient air temp sensor on the cold air intake just before the filter. And the Intake temp sensor on the intake itself (throttle body after the MAF.)

i have sort of the same problem on my dodge 2000 the temperature gauge recently went out and i replaced the sensor but the gauge always reads 0 your not alone with this one...

The coolant temp sensor screws into the side of the engine. It is located just below the connectors for the heater hoses.
remove the air intake to show the back side of head. the temp sensor in on the corner close to front of car on driver side. its next to the cam senor.
